“Halifax Faces Evacuation Challenges Amid Population Growth”

A research project led by Ahsan Habib from Dalhousie University aims to analyze the evacuation process for 100,000 individuals from the Halifax peninsula during emergencies. The Climate Action Research for Transportation Network, managed by Habib, has developed a model predicting a 23-hour evacuation duration, which is an increase of eight hours since 2017. The challenge lies not in the population size but in the inadequacies of the existing road network, particularly due to historical infrastructure retrofits that have not effectively addressed traffic flow issues.

Halifax’s population growth has outpaced the city’s emergency preparedness plans, with insufficient consideration given to mass evacuation scenarios. The lack of significant investments in roadways and public transportation compounds the evacuation challenges. In response to these concerns, Halifax Regional Municipality is reviewing engineering design guidelines to enhance emergency preparedness measures.

While the initial focus of the research was on hurricane scenarios, it has expanded to include potential flood or fire emergencies affecting the peninsula. Habib expressed the need for more proactive and noticeable solutions to address the evacuation challenges. In June 2024, Halifax regional council unanimously approved 12 recommendations from a report by KI Emergency Management, emphasizing the need to update HRM’s evacuation plan.

The existing municipal emergency plan, last revised in 2017, references evacuation protocols. When questioned about the specifics of the evacuation plan, HRM spokesperson Laura Wright outlined key components, including first responder assessments, traffic management strategies, resource allocation for displaced residents, notification procedures, and long-term support plans. Emad Aziz, the director of emergency management at HRM, mentioned ongoing efforts to update the evacuation plan, with a focus on hazard assessments and risk analysis.

As Halifax continues to expand, efforts are underway to improve infrastructure, such as adding new connectors, exploring additional exit points, and establishing emergency access routes to enhance evacuation capabilities. The integration of these measures aims to mitigate the challenges highlighted by the research findings and better prepare the city for emergency scenarios.
