“Cost Soars for Ottawa Police Station Due to Soil Challenges”

Unfavorable soil conditions have resulted in a significant cost increase for the Ottawa Police Service’s upcoming Barrhaven station project, as per the latest project update. Issues with the soil at 3505 Prince of Wales Dr. early in the construction phase led to a considerable expansion in the foundation work scope, as reported to the police board’s finance and audit committee. The pile foundation of the structure had to be extended further due to the challenging soil conditions, causing both cost escalation and project timeline extension, stated Bill Merklinger, the police force’s chief financial officer.

The project’s construction contingency fund has more than doubled from the original approval of $8.05 million to approximately $17 million, with around $10 million attributed directly to the soil challenges. However, despite these unexpected expenses, the project, in progress for over a decade, is still on track to finish approximately $5 million under budget, according to the report.

The Ottawa Police Service affirmed its collaboration with general contractor Broccolini Construction to mitigate delays in the upcoming construction phases. They are also monitoring potential risks of overruns, including tariffs and global supply shortages that could impact future furniture and equipment purchases. The report highlighted that early procurement of items like structural steel helped mitigate additional tariff-related cost hikes.

The construction progress stands at 73%, with structural work, roofing, and the building envelope already completed, focusing now on the interior finishing touches. Merklinger mentioned that the contractor believes the challenging tasks are in the past, and the current focus is on refining the project. Occupancy of the facility is expected to commence in March 2027, with project completion set no later than April 30, 2027.

Ongoing cost tracking and updates will continue, with the next financial and audit committee meeting scheduled for September, as per the Ottawa Police Service.
