Deputy Minister of National Defence, Christiane Fox, stated that her intention was to incorporate diverse perspectives when she advocated for the hiring of a person she knew at her previous department. An investigation by Conflict of Interest and Ethics Commissioner Konrad von Finckenstein revealed that Fox exerted pressure on Immigration, Refugees and Citizenship Canada (IRCC) to employ Björn Charles while serving as the deputy minister of the department in March 2023. Fox and Charles had been acquainted since their time as university athletes.
In response to the investigation, Fox explained in a statement on the Defence Department’s website that her actions were driven by a genuine desire to enhance diversity and inclusion within the public service, aligning with the objectives set for deputy ministers. She emphasized her focus on recruiting individuals with external perspectives to facilitate significant change and eliminate barriers restricting talent recognition both within and outside the government.
However, the report from Von Finckenstein questioned the credibility of Fox’s explanation. While IRCC, a department previously associated with racism issues, prioritized anti-racism, diversity, and inclusion during Fox’s tenure, the commissioner found her motivations for intervening on Charles’s behalf not entirely trustworthy. The report suggested that Fox’s interventions were primarily aimed at securing new employment for Charles, leading to the creation of a tailored position within her department.
Acknowledging the findings, Fox expressed her respect for the commissioner’s role and the gravity of the situation. She emphasized her commitment to fulfilling her duties as a public office holder and driving meaningful organizational change in the government of Canada’s best interests. Fox acknowledged the importance of the manner in which change is pursued and pledged to uphold these principles in her future endeavors.
In December 2025, Prime Minister Mark Carney appointed Fox to the top civilian position at the Department of National Defence as part of a broader restructuring of senior positions within the public service. Fox’s statement was disseminated to Defence Department employees via email and highlighted the necessity for additional context regarding the motivations behind her actions.
